AI Prompt / Instruction Registry

Production agents must not run on a prompt pasted from Teams. EntiHub holds versioned prompt assets with approval, environment scope, and PII policy.

Why this is needed

Untracked prompt drift changes agent behavior without auditability.
Compliance needs to know which instruction set ran for an answer.
Promotion Dev→Test→Prod should reuse packages like other entities.
