Capability entities connect strategy to process, data, systems, and owners—useful for EA and investment decisions.

Why this is needed

Strategy decks do not say which systems and data underpin a capability.
Investment debates need maturity and ownership facts.
Fraud Detection / Order-to-Cash style capabilities need a living map.
