Product Configuration Registry

Product configuration is the business parameters apps and agents must honor (min age, max amount, rate, country)—not the full SKU catalog.

Why this is needed

Hardcoded product rules force slow releases for business tweaks.
Country variants multiply across codebases.
Offer engines need a governed parameter API.
